The year 2026 marks a new phase of development for Quang Tri Province following the administration merger. For the first time, within a unified development space, Quang Tri brings together a system of nationally significant historical relics associated with war and peace, alongside the UNESCO-recognized World Natural Heritage site of Phong Nha-Ke Bang. In this context, cultural diplomacy, particularly multilingual digital external communications, emerges as a strategic bridge, simultaneously bringing Quang Tri to the world and bringing the world closer to Quang Tri.
Cultural Diplomacy - A Pillar of Soft Power for the New Quang Tri
Quang Tri is a land deeply marked by the memories of war, yet rich in the spirit of reconciliation. The Quang Tri Ancient Citadel, the Hien Luong-Ben Hai riverbanks, the Demilitarized Zone (DMZ), the Truong Son National Martyrs’ Cemetery, and other sites are not merely historical relics; they are spaces of collective memory with global significance, attracting the attention of scholars, veterans, international organizations, and visitors from many countries.
Complementing this historical legacy is the UNESCO-recognized World Natural Heritage site of Phong Nha-Ke Bang, renowned for its magnificent cave systems and vast pristine forests. The convergence of historical heritage, natural wonders, and indigenous culture creates a rare soft-power ecosystem, enabling Quang Tri to position itself as a meeting point of peace, culture, and discovery.
2026 - A Pivotal Year for Cultural Diplomacy Linked to Digital External Communications
In the digital era, a locality can only truly “exist” on the global stage when its image is communicated in a timely, accurate, and multilingual manner. Accordingly, 2026 has been identified as a pivotal year for Quang Tri to shift decisively from traditional promotion to a model of cultural diplomacy grounded in digital external communications.
Quang Tri’s renewed cultural diplomacy is guided by three overarching objectives:
(1) Positioning Quang Tri as a land of peace, historical memory, and world-class natural heritage;
(2) Transforming heritage into development resources linked to tourism, education, research, and international cooperation;
(3) Expanding international presence in the digital space, directly engaging global audiences in multiple languages.
Multilingual Digital External Communications - The Key to Opening the Door to the World
Recognizing external communications as a “forward front,” the Department of Foreign Affairs of Quang Tri Province places strong emphasis on comprehensive, multilingual digital transformation in 2026, with several key orientations:
- First, building a unified digital external communications ecosystem.
This includes the development of a multilingual external information portal (Vietnamese, English, French, Lao, Korean, and Japanese), integrating data on heritage, culture, tourism, and the investment environment. Content, images, and videos will be standardized in line with international practices to effectively serve the needs of foreign media, partners, and global audiences.
- Second, digitizing Quang Tri’s heritage and cultural narratives.
This involves developing digital archives, including photographs, documentaries, and 3D/VR materials, on key sites such as the Ancient Citadel, the DMZ, the Hien Luong - Ben Hai area, and Phong Nha–Ke Bang. Through modern, emotionally resonant, and globally accessible storytelling, Quang Tri’s heritage and cultural identity will be communicated in ways that speak to international audiences.
- Third, proactively engaging in international communication through digital platforms.
Quang Tri will strengthen its presence on global platforms such as YouTube, social media networks, and international culture and tourism platforms; collaborate in producing multilingual content with international media outlets, filmmakers, and organizations; and widely disseminate Quang Tri’s message of peace, cooperation, and sustainable development.
Determination of the Department of Foreign Affairs - From Advisory Role to Leadership
As the specialized advisory body for external relations, the Department of Foreign Affairs of Quang Tri Province identifies 2026 as a decisive moment to renew its mindset and elevate its actions in cultural diplomacy.
The Department of Foreign Affairs is firmly committed to taking the lead in advancing cultural diplomacy in close integration with multilingual digital external communications. It serves as the coordinating focal point among provincial departments, sectors, local authorities, the creative community, and international partners. The central objective is to transform heritage sites, festivals, and cultural-peace events into outward-facing diplomatic content with global reach, rather than limiting them to internal promotion.
At the same time, the Department of Foreign Affairs will strengthen international connectivity and mobilize external resources, positioning nationally significant historical sites and world natural heritage assets as platforms for cooperation in tourism, education, scientific research, and people-to-people exchange.
Cultural Diplomacy - A Sustainable Pathway to Shaping a New Position
For the new Quang Tri Province, cultural diplomacy is not merely an image-promotion activity, but a long-term development strategy. Through cultural diplomacy aligned with multilingual digital external communications, Quang Tri is progressively affirming its position as a land of peace, historical memory, magnificent nature, and a strong aspiration for deep international integration.
In 2026, with strong political determination and a systematic, professional approach by the Department of Foreign Affairs, cultural diplomacy will continue to serve as a sustainable bridge connecting Quang Tri with the world and bringing the world to Quang Tri, thereby contributing to the creation of a new standing for the province on the regional and international map.
