Tet - Strengthening Bonds, Spreading Joy, and Promoting Inclusion for Children with Disabilities in Quang Tri Province

In the joyful atmosphere of welcoming the Lunar New Year, from 10 to 11 January 2026, the Center for Creative Initiatives in Health and Population (C.CIHP) organized a series of recreational events entitled “Tet - Strengthening Bonds” for children with disabilities in Quang Tri Province, held in Vinh Thuy Commune, Nam Dong Ha Ward, and Dien Sanh Commune. This meaningful initiative provided a safe, warm, and humane Tet environment for children with disabilities and their families.

Attending the events in Nam Dong Ha Ward and Dien Sanh Commune on 11 January 2026 were Mr. Thai Huu Lieu, Deputy Director of the Quang Tri Provincial Department of Foreign Affairs, together with representatives from the Department of Education and Training; the Provincial Association of Persons with Disabilities, Victims of Agent Orange, and Social Protection for Persons with Disabilities and Child Rights Protection; representatives of the People’s Committees of beneficiary wards and communes; as well as a large number of teachers and volunteers supporting the activities. The three events attracted approximately 700-800 participants, including 300-350 children, comprising children with intellectual disabilities, developmental disabilities, and typically developing children along with a comparable number of accompanying caregivers to ensure the children’s safety. The strong participation of parents, caregivers, specialized and charitable education centers, volunteers, and the wider community created a warm, friendly, and highly connected Tet atmosphere.

 

 

The “Tet - Strengthening Bonds” program was designed as an inclusive playground where children with disabilities and typically developing children could interact, play, exercise, and experience the traditional Tet spirit together. Through collective activities, the program not only brought joy to children but also helped raise community awareness about children with disabilities, encouraged parental engagement, strengthened family bonds, and spread messages of understanding, respect, and inclusion.

The program featured a diverse range of activities tailored to children’s abilities and emphasizing connection, including cultural performances jointly presented by children with disabilities and typically developing children, along with Tet-themed experiential activities such as decorating peach and apricot blossoms, making banh chung, bamboo dancing, plaster painting, frame-making, children’s painting activities, darts throwing, and traditional folk games. The activities were organized flexibly, enabling children to actively participate, communicate, and express themselves in a friendly and safe environment.

In his remarks at the event, Mr. Thai Huu Lieu, Deputy Director of the Quang Tri Provincial Department of Foreign Affairs, emphasized: “The ‘Tet - Strengthening Bonds’ series vividly demonstrates the care and companionship of agencies, organizations, and the community for children with disabilities in the province. Beyond providing a joyful Tet playground, the program helps spread messages of understanding, respect, and inclusion, offering children with disabilities more opportunities to interact, develop, and confidently integrate into the community. The leadership of the Department of Foreign Affairs highly appreciates the effective and practical support of international partners and implementing organizations, which has contributed to improving the quality of life for persons with disabilities in the province.”

 

 

The activities were part of the January 2026 plan under the non-refundable ODA project “Support to Improve the Quality of Life of Persons with Disabilities in Provinces Heavily Sprayed with Agent Orange” (the Inclusion Project) for the 2021-2026 period, funded by the United States Department of State. The project was approved in principle by the Prime Minister, approved by the Ministry of National Defence, and implemented by the National Action Center for Chemical and Environmental Treatment (NACCET) under the Chemical Corps Command, Ministry of National Defence, as the project owner. The project is implemented in eight provinces heavily sprayed with Agent Orange, with Quang Tri being one of the beneficiary localities, and has a total funding of over USD 5.6 million.

The “Tet - Strengthening Bonds” series not only brought Tet joy to children with disabilities but also served as a vivid testament to the efforts of agencies, organizations, and the community in building an inclusive society - one in which every child is cared for, respected, and given equal opportunities to develop.
