Quang Tri Department of Foreign Affairs Delegation Attends International Conference on Cooperation between Vietnam and Non-Governmental Organizations, Partners for Prosperous and Sustainable Development
On December 4, 2025, a working delegation from the Quang Tri Department of Foreign Affairs, led by Mr. Tran Ngoc Lan - Provincial Party Committee member and Director of the Department, and Mr. Thai Huu Lieu - Deputy Director, attended the 5th International Conference on Cooperation between Vietnam and Foreign Non-Governmental Organizations (FNGOs) and Partners for Prosperous and Sustainable Development. The event was organized by the Committee for Foreign Non-Governmental Organization Affairs and the Viet Nam Union of Friendship Organizations at the National Convention Center in Hanoi. The conference brought together more than 500 delegates representing ministries, central agencies, local authorities, diplomatic missions, international organizations, FNGOs, and enterprises. Deputy Prime Minister Bui Thanh Son attended and delivered keynote remarks at the event.
Following the international conferences held in 1992, 2003, 2013, and 2019, the 5th International Conference, themed “Cooperation for Prosperous and Sustainable Development,” was organized to review the outcomes of cooperation between Vietnam and FNGOs during the 2019–2025 period. The conference aimed to clarify the impacts and contributions of FNGO programs and projects to Vietnam’s socio-economic development; share experiences and effective cooperation models between ministries, sectors, localities, and FNGOs; and summarize practical lessons learned in the management and use of FNGO aid. Based on these assessments, the conference also proposed orientations and solutions to enhance the effectiveness of cooperation in the coming period.
During the conference, the delegation of the Quang Tri Department of Foreign Affairs attended all plenary sessions and actively contributed to discussions in the two thematic workshops. At Thematic Workshop 2, titled “Sustainable Poverty Reduction and Addressing Social Issues to Support Sustainable Social Development Management,” Director Tran Ngoc Lan participated as a speaker, presenting on the role of FNGOs in Quang Tri’s sustainable development and the province’s commitment to continued partnership in the new period. He emphasized that during 2020-2025, the province hosted 71 FNGOs and 40 international organizations, implementing more than 500 programs and projects with a total aid value of USD 156 million. In particular, disbursed FNGO aid for the 2019-2024 period reached nearly USD 150 million across humanitarian assistance, health, education, livelihoods, clean water, disaster prevention, and especially war-legacy remediation. This amount accounts for nearly 11% of the nation’s total disbursement, one of the highest in the country, affirming Quang Tri’s position as a leading locality in attracting and effectively utilizing FNGO resources. In his presentation, the Director highlighted five key areas of FNGO contributions to Quang Tri: Supplementing resources for poverty reduction and social welfare; Supporting mine clearance - an essential foundation for reconstruction and investment attraction; Enhancing disaster response capacity and climate change adaptation; Improving education and healthcare; Promoting Quang Tri’s image through people-to-people diplomacy. International delegates and domestic experts highly appreciated the province’s presentation, especially its systematic approach, clear supporting data, and cooperation orientations aligned with sustainable development trends. Looking ahead, Quang Tri calls on FNGOs to continue partnering in priority areas such as digital transformation, green transition, circular economy, scientific and technological applications, and sustainable community development. The province also reaffirms its commitment to ensuring a transparent cooperation environment, streamlined administrative procedures, effective inter-sectoral coordination, and long-term partnership to enhance aid effectiveness and the sustainability of programs.
At Thematic Workshop 4, titled “Enhancing the Effectiveness of Cooperation Between Vietnam and Foreign Non-Governmental Organizations and the Engagement of Businesses for Sustainable Development in Vietnam,” Deputy Director Thai Huu Lieu shared Quang Tri’s experience in coordinating local authorities, FNGOs, and businesses in the implementation of programs and projects. He noted that the presence of FNGOs has brought both financial resources and valuable expertise to the province. He emphasized a breakthrough shift in the province’s role: Quang Tri is no longer merely an aid recipient but considers FNGOs as cooperation partners, participating in projects as co-designers, co-implementers, and co-evaluators, contributing both effort and ideas. This commitment is demonstrated through the allocation of provincial funds and the clear assignment of counterpart responsibilities and financial contributions in the province’s Aid Mobilization Program, which is developed in phases with clear roadmaps, priorities, and measurable outcomes. Quang Tri also continues to recommend that relevant authorities review and improve administrative and legal procedures that no longer align with the realities of deep and comprehensive international integration. The province further proposes strengthening the capacity of grassroots-level officials to create the most favorable conditions for FNGOs to operate effectively.
Within the framework of the Conference, the Committee for Foreign Non-Governmental Organization Affairs awarded a Certificate of Merit to the Quang Tri Provincial People’s Committee in recognition of its positive contributions to FNGO affairs during the 2020–2025 period. This honor acknowledges the province’s sustained efforts and reaffirms Quang Tri’s position as one of the leading localities nationwide in cooperating with FNGOs. It also highlights the province’s credibility and standing within international cooperation networks, creating favorable conditions for Quang Tri to continue attracting significant resources to advance its sustainable development goals in the coming period.
