Based on the Government’s projects and the Ministry of Foreign Affairs’ plans on “Professional Training in External Affairs and Foreign Languages, Interpretation and Translation for Local Foreign Affairs Officials for the 2021–2025 Period,” “Capacity-Building for Officials Engaged in International Integration for the 2021–2025 Period,” and “Strengthening International Cooperation for the Development of Vietnam’s Halal Industry to 2030,” the Department closely coordinated with central-level agencies, widely disseminated information to provincial departments and localities, consolidated training needs, and sent officials to attend specialized training courses. The compilation of nominations submitted by agencies and units helped ensure the right selection of participants, improved the effectiveness of the training programs, and contributed to strengthening the human resource capacity for external affairs within the province.

In 2025, acting as the focal agency for external relations, the Department proactively disseminated information and registered 43 officials working in Party external relations, state diplomacy, people-to-people diplomacy, and international integration across provincial departments, sectors, localities, and enterprises to participate in four professional training courses on external affairs.

The Diplomatic Academy of Vietnam organized a training course on external communications from 29-30 July 2025 in Dong Hoi. The course equipped participants with stronger communication skills, national branding knowledge, media briefing and information provision techniques, as well as skills in crisis communication management, enabling them to better adapt to the context of international integration.

The training course on “Updated Knowledge and Professional Skills in External Affairs for Local Foreign Affairs Officials of the North Central and Central Coastal Regions,” held from 28-29 August 2025 in Hue, provided participants with updated knowledge on global and regional developments, Vietnam’s foreign policy implementation, management of external affairs at the local level, the process of concluding and implementing international agreements, and diplomatic protocol. The course also reviewed the outcomes of the Project on “Professional Training in External Affairs and Foreign Languages, Interpretation and Translation for Local Foreign Affairs Officials for the 2021–2025 Period.” The training course on “Updated Knowledge and Professional Skills in External Affairs for Local Foreign Affairs Officials,” held on 14 November 2025 in Ninh Binh Province, focused on external relations in the current context, diplomatic protocol, international cooperation to develop Vietnam’s Halal industry, Mekong sub-regional cooperation, and responses to non-traditional security challenges.

Training Course on Updated External Affairs Knowledge and Professional Skills in Phu Quoc, An Giang

Participants also attended the “Updated Knowledge and Professional Skills in External Affairs” program organized by the Department of Foreign Affairs and Cultural Diplomacy on 28 November 2025 in Phu Quoc, An Giang Province. Officials were provided with knowledge on implementing local external relations in the new context, the APEC process and Vietnam’s role, border and territorial affairs, and diplomatic protocol.

Through proactive coordination and nomination of officials to participate in training programs, Quang Tri Province has not only strengthened the quality of its external affairs human resources but also built a solid foundation for the comprehensive implementation of external relations, international integration, and socio-economic and cultural cooperation in the coming period.
