Department of Foreign Affairs Enhances the Effectiveness of Law Enforcement Implementation in 2025

In implementing the Government’s Decree No. 80/2025/NĐ-CP, the Quang Tri Department of Foreign Affairs in 2025 carried out comprehensive and proactive measures to strengthen the enforcement of laws. These efforts have produced positive results in state management of external affairs and in accelerating digital transformation.

 

Proactive and Timely Leadership

Right from the beginning of 2025, in alignment with the directions of the Provincial People’s Committee, the Department of Foreign Affairs promptly issued plans to comprehensively implement legal and regulatory affairs. Specifically, the Department promulgated Plan No. 26/KH-SNgV on legal affairs and Plan No. 46/KH-SNgV on monitoring the enforcement of laws. These documents established a solid legal framework and provided clear guidance for all officials and civil servants in carrying out their duties.

Highlights in Regulatory Review and Digital Transformation

In 2025, the Department placed strong emphasis on the review and systematization of legal normative documents. A total of eight legal documents related to external affairs, issued by the Provincial People’s Council and the Provincial People’s Committee, were reviewed. Based on this process, the Department advised the Provincial People’s Committee to issue one new document and is currently advising on the amendment or abolition of two documents that are no longer suitable for current practice.

Notably, digital transformation in administrative processing emerged as a key achievement. Under Plan No. 06/KH-SNgV, more than 90% of administrative dossiers at the Department are now processed entirely online. This progress not only saves time and costs but also enhances transparency and efficiency in administrative procedures.

Ensuring Legal Compliance and Administrative Discipline

Through monitoring and inspection activities, compliance with legal regulations within the Department has been assessed as positive. Tasks related to diplomatic protocol, management of outbound delegations, and oversight of foreign workers in the province have all been carried out in accordance with the law. Notably, in 2025, no officials, civil servants, or employees of the Department were subject to disciplinary action for violations committed during the performance of their duties.

Internal inspections were also conducted rigorously. The inspection results at the Border and Consular Affairs Division showed that the unit effectively fulfilled its key responsibilities and maintained strong legal compliance.

Addressing Limitations and Moving Toward 2026

Alongside these achievements, the Department’s leadership acknowledged several remaining shortcomings, particularly delays in the drafting of revised or replacement regulations for interagency coordination in state management of national border affairs.

To address this, the Department has requested relevant units to expedite the completion of the draft and committed to submitting it for leadership approval before November 30, 2025.

Looking ahead to 2026, the Department of Foreign Affairs has identified its core tasks as continuing to thoroughly implement legal documents and agreements on national borders and territory. At the same time, the Department will strengthen inspection and supervision of law enforcement, especially in areas directly related to citizens and businesses, such as administrative procedures, consular services, and citizen protection.
