Leadership of the Department of Foreign Affairs attends and delivers speech at the opening of training course on enhancing knowledge about children

Quang Tri, November 21, 2025 - This morning, at the training course titled “Enhancing Knowledge and Skills on Issues Related to Children,” organized by the Standing Committee of Quang Tri Provincial Youth Union and the Provincial Children’s Council in collaboration with Plan International’s Office in Quang Tri, Mr. Thai Huu Lieu - Deputy Director of the Department of Foreign Affairs delivered a speech emphasizing the important role of this activity in protecting and promoting children’s rights. Also in attendance were Mr. Dinh Trung Hieu - Standing Deputy Secretary of the Provincial Youth Union, Mr. Nguyen Tran Nguyen - Manager of Plan International’s Office in Quang Tri, and more than 50 cadres, Youth Union members, teachers, and child affairs officers from communes including A Doi, Lia, Tan Lap, Khe Sanh, La Lay, Ta Rut, Dakrong, Huong Hiep, Dan Hoa, Minh Hoa, Kim Phu, Tan Thanh, Truong Son, and Kim Ngan.

 

 

Representing the leadership of the Department of Foreign Affairs - the provincial focal agency for foreign affairs and cooperation with foreign non-governmental organizations, Mr. Thai Huu Lieu extended warm greetings and best wishes for good health to all delegates, cadres, Youth Union members, teachers, and those working in the field of child welfare. He expressed his delight in attending the event and highly appreciated the proactiveness, sense of responsibility, and effective coordination between the Quang Tri Provincial Youth Union and Plan International in implementing this meaningful activity.

The two-day training course brought together more than 50 participants, including cadres, Youth Union members, teachers, and child affairs officers who directly accompany the “Agents of Change” groups in their communities. These individuals form the core force and play a pivotal role in caring for, protecting, and promoting children’s rights at the local level. The activity is part of the “Improving the Lives of Disadvantaged Children, Girls, and Youth in Quang Tri Province, Phase 2025-2029” program, which has been approved by the Quang Tri Provincial People’s Committee. It is also a key component of the 2025 work program of the Youth Union and the youth and children’s movement. The Deputy Director of the Department of Foreign Affairs stressed that this represents a harmonious integration between project activities and local plans, helping to optimize resources and maximize the program’s impact.

In the context of a world facing intertwined economic, socio-cultural, and environmental upheavals, children - especially girls and adolescents - are particularly vulnerable to numerous complex challenges. These include physical health issues such as malnutrition, illness, and injuries; mental health problems like developmental disorders, psychological stress, and behavioral disorders; as well as social, environmental, and natural disaster-related issues that directly affect children’s comprehensive development. Therefore, building the capacity of those working with children has become an urgent and strategically significant requirement to ensure that every child is protected, supported, and able to develop in a safe and healthy environment.

 

On this occasion, the Deputy Director of the Department of Foreign Affairs called on the Organizing Committee to continue providing accompaniment and professional support; urged lecturers to actively impart knowledge; and encouraged participants to attend fully, engage seriously, proactively discuss and interact, so that knowledge can be disseminated, responsibility for child protection at the grassroots level strengthened, and the training content effectively applied in practice.

Concluding his speech, Mr. Thai Huu Lieu sincerely thanked the Quang Tri Provincial Youth Union and Plan International’s office for their meticulous preparation and enthusiastic efforts in organizing the event. He wished the training course great success and extended best wishes for good health to all delegates and participants, hoping they would continue contributing to positive changes in child care and protection in the province.

 

This event not only raises awareness but also promotes concrete actions from the community, paving the way for a brighter future for the younger generation in Quang Tri.
