Deputy director of the department of foreign affairs co-chairs consultation meeting on the project supporting sustainable livelihoods and food security for poor ethnic minority women

On November 21, 2025, in Huong Phung Commune, the Quang Tri Department of Foreign Affairs, in coordination with the Medical Committee Netherlands-Vietnam (MCNV), held a stakeholder consultation meeting for the project “Promoting Sustainable Livelihoods and Food Security for Poor Ethnic Minority Women in Quang Tri Province.” The meeting was co-chaired by Mr. Thai Huu Lieu, Deputy Director of the Department of Foreign Affairs, and Mr. Pham Dung, MCNV Country Director, with the participation of representatives from the People’s Committees and Women’s Unions of Huong Lap and Huong Phung communes, along with technical staff of the Department and MCNV.

 

During the meeting, MCNV representatives presented the project’s contents. The overall objective is to support ethnic minority communities, particularly poor Van Kieu and Pa Ko women, in pursuing inclusive economic development, improving food security, and strengthening climate resilience. By the end of the project, at least 300 poor women are expected to increase their income by 20% through suitable livelihood models; food insecurity in the two communes is projected to decline significantly, demonstrated by more diverse diets, a reduced proportion of households facing food shortages during lean seasons, and ensuring that at least 90% of semi-boarding preschool children have access to nutritious school meals. MCNV requested local consultation on appropriate crops and livestock, model scale, needs for seedlings and breeding stock, technical support, and the feasibility of integrating the project into the communes’ socio-economic development programs.

In their remarks, representatives of Huong Lap and Huong Phung communes highly appreciated the project’s practical relevance and provided comprehensive data on poor households, near-poor households, and ethnic minority women’s groups to help refine the project design. The communes expressed their hope that the project would focus on hands-on guidance and securing stable market outlets for products, thereby contributing to sustainable poverty reduction and aligning with the National Target Programs.

In his concluding remarks, Deputy Director Thai Huu Lieu affirmed that the discussions demonstrated strong consensus on the project’s necessity and profound humanitarian significance. He emphasized that the issues addressed by the project, such as food insecurity, insufficient livelihood diversification, and poor nutrition among ethnic minority women and children are pressing challenges in the two border communes. Local feedback will be incorporated to finalize the project proposal. Regarding next steps, the parties agreed to promptly finalize the draft Memorandum of Understanding for final review before the official signing ceremony scheduled for December 2025. Following the signing, the Department of Foreign Affairs will submit the project dossier to competent authorities for approval to enable timely implementation. The Quang Tri Department of Foreign Affairs reaffirmed its commitment to closely coordinate with MCNV and the authorities of Huong Lap and Huong Phung to ensure transparent, effective implementation that delivers tangible benefits to poor ethnic minority women in the border area.
