Comprehensive Digital Transformation of Foreign Affairs for the 2026-2030 Period

On March 10, 2026, the Department of Foreign Affairs issued Plan No. 510/KH-SNgV on the development of science and technology, innovation, and digital transformation in the foreign affairs sector for the 2026-2030 period. The plan represents a strategic step toward advancing digital government, the digital economy, and the digital society in the province’s external relations activities.

As international integration continues to deepen, the application of science and technology and the promotion of innovation have been identified as key drivers for enhancing competitiveness and improving the effectiveness of state governance. In response, the Department of Foreign Affairs’ Action Plan for the 2026-2030 period focuses on the following priority areas:

1. Building a “Digital External Affairs Data Ecosystem”

The Department aims to comprehensively digitize its operational processes, with a particular focus on developing a shared external affairs database. This system will include data on international organizations, foreign partners, cooperation agreements (MOUs), and information on people from Quang Tri living abroad. Centralized data management will enable more accurate and timely policy advice, forecasting, and decision-making for provincial leaders.

2. Applying Artificial Intelligence (AI) and Emerging Technologies

A key highlight of the plan is the exploration and application of Artificial Intelligence (AI) to support multilingual translation and interpretation for international events and public services. At the same time, the Department will promote a “paperless meeting” model, expand the use of digital signatures, and handle administrative documents entirely online. These measures aim to enhance interconnectivity across systems while ensuring a high level of information security.

3. Strengthening Economic Diplomacy Activities through Digital Transformation

To support investment and tourism promotion, the Department of Foreign Affairs will coordinate the development of digital platforms to showcase Quang Tri’s image, potential, and key advantages in multiple languages. Virtual tours and digital exhibition spaces will also be integrated into the provincial web portal, helping the province connect more effectively with investors and international partners around the world.

4. Developing a “Digital Foreign Affairs” Workforce

The plan also places strong emphasis on strengthening the organizational structure and improving the digital skills of officials and civil servants. During this period, the Department will prioritize assigning specialized staff responsible for information security and data management. At the same time, regular training programs will be organized to enhance digital working skills and the capacity to operate modern multilateral foreign affairs systems.

Striving to Achieve the 2030 Goals

The Director of the Department of Foreign Affairs has requested all divisions and affiliated units to treat digital transformation as a key and ongoing priority. Implementation results will serve as an important criterion for evaluating annual performance as well as for commendation and reward considerations.

With a clear roadmap and well-planned investment, the Quang Tri Department of Foreign Affairs expects to create a strong breakthrough, building a modern, transparent, and professional foreign affairs sector. This effort will contribute to achieving the province’s socio-economic development goals in the era of the 4.0 Industrial Revolution.
