Review of 2025 Implementation and Rollout of the 2026 Plan for the Climate-Resilient Agricultural Livelihoods Project in Quang Tri
On December 26, 2025, the Quang Tri Department of Agriculture and Environment (DAE), in coordination with the Korea International Cooperation Agency (KOICA) and Plan International Vietnam, convened a workshop to review the 2025 implementation and launch the 2026 plan of the project “Supporting Climate-Resilient Agricultural Livelihoods to Enhance the Role of Women in Disadvantaged Communes.” The workshop was attended by Mr. Thai Huu Lieu, Deputy Director of the Department of Foreign Affairs and Deputy Head of the Provincial Steering Committee for Plan International programs.
The workshop aimed to assess project implementation results in 2025; share lessons learned, challenges, constraints, and good practices during implementation in the project communes; and identify objectives, priority activities, and specific solutions to enhance the quality and effectiveness of project implementation in 2026.

Although 2025 marked the first year of project implementation, the project achieved many positive results. It fulfilled 100 percent of the commitments made to the donor, with total disbursement exceeding VND 7.5 billion. Key activities were implemented in an integrated manner, including baseline surveys, gender and market analyses, training on climate-resilient agricultural techniques, and the establishment and support of specific livelihood models such as bamboo shoot cultivation (luc truc bamboo), crossbred Ri chicken raising, and mushroom production.
As a result, 13 livelihood groups were formed with the participation of 140 households, the majority of whom are ethnic minority women. The average income of women participating in the project increased by 45 percent compared to the pre-intervention period, while the proportion of women participating in local socio-economic development planning increased from 0 percent to 20 percent.
In addition, the project placed strong emphasis on improving living conditions for local communities. A total of 721 households in Dan Hoa and Truong Son communes were supported with domestic water storage and filtration equipment, contributing to improved health outcomes and reducing women’s workload and time spent on household care.
Speaking at the workshop, Mr. Tran Dinh Hiep, Deputy Director of the Quang Tri Department of Agriculture and Environment and Head of the Project Management Board, emphasized that the project has effectively addressed the actual needs of the locality, particularly those of ethnic minority women in disadvantaged areas. The climate-resilient livelihood models have not only increased incomes but also contributed to changing perceptions and enhancing the role and status of women in grassroots-level socio-economic development.
Representing Plan International Vietnam, Mr. Le Duc Ha, Deputy Program Manager for Plan in Quang Tri, noted that the first year of implementation played a critical role in laying a solid foundation for the project. A key highlight was the proactive and responsible participation of women beneficiaries, along with the close coordination and support of authorities at all levels. In 2026, Plan International Vietnam will continue to accompany partners to expand livelihood models and promote sustainable, long-term impacts for local communities.

Delivering remarks at the workshop, Mr. Thai Huu Lieu, Deputy Director of the Quang Tri Department of Foreign Affairs, highly appreciated the project’s effectiveness and positive impacts in its very first year of implementation. He commended the proactive, responsible, and self-reliant spirit of beneficiaries, as well as acknowledged the dedication and strong professional capacity of the DAE’s affiliated units and the Plan International Vietnam team.
Mr. Thai Huu Lieu called for continued open and constructive discussions to further refine the 2026 Plan in line with practical realities. He also underscored the importance of strengthening communications efforts, including the production of short films and the development of success stories to amplify and disseminate the project’s values and impacts. He expressed his hope that, in the coming period, additional communes across the province would also benefit from the project, similar to Dan Hoa and Truong Son.
At the workshop, the parties reached consensus on the 2026 implementation plan with an estimated budget of over VND 6.1 billion. Key priorities include the establishment of 20 additional livelihood groups, bringing the total to 33 groups, along with enhanced support for women in business development, market linkages, participation in trade fairs, and leadership capacity building.
With the achievements recorded in its first year, the project has not only reaffirmed the effectiveness of the cooperation model among KOICA, Plan International Vietnam, and local authorities, but has also laid an important foundation for scaling up climate-resilient livelihood solutions, contributing to a more sustainable and inclusive future for women in the highland areas of Quang Tri Province.
