Deputy Director of the Department of Foreign Affairs Thai Huu Lieu Holds a Meeting with the Wildlife Conservation Society in Vietnam

On 19 December 2025, at the headquarters of the Department of Foreign Affairs, Mr. Thai Huu Lieu, Deputy Director, held a meeting with a delegation from the Wildlife Conservation Society (WCS) in Vietnam. The WCS delegation was led by Ms. Hoang Bich Thuy, Country Director of WCS Vietnam, along with other representatives of the organization. The meeting took place in an open and constructive atmosphere, with candid exchanges aimed at strengthening bilateral relations and promoting cooperation in wildlife conservation, combating illegal wildlife trade, and advancing collaborative initiatives on biodiversity protection. The meeting also provided an opportunity for both sides to share perspectives on sustainable development and biodiversity conservation - issues of growing importance to Vietnam and the international community.

With a history of more than 125 years of establishment and development, the WCS currently maintains representative offices in nearly 50 countries worldwide, with its headquarters located in New York, United States. In each country where it operates, WCS makes active and substantive contributions to the conservation of wildlife and natural habitats through close cooperation with government partners, research institutions, civil society organizations, and local communities.

WCS began its operations in Vietnam in 2006, with a primary focus on strengthening the effectiveness of law enforcement in preventing, combating, and addressing wildlife-related crimes. The organization prioritizes several key areas of intervention aimed at disrupting illegal wildlife trade networks in Vietnam. Its ultimate objective is to support law enforcement agencies in the detection, arrest, and effective prosecution of wildlife crimes, while also identifying risks to human and animal health along various stages of the wildlife supply chain.

The main areas of WCS’s activities in Vietnam include:

1. Supporting the development and improvement of policy and legal frameworks for wildlife protection.

2. Collecting, analyzing, and providing information on wildlife-related violations to law enforcement agencies.

3. Conducting research and surveillance on diseases in wildlife and assessing the risks of disease transmission between humans and wildlife.

4. Promoting bilateral and multilateral cooperation to combat transnational wildlife trafficking networks.

5. Strengthening law enforcement capacity in the field of wildlife protection.

6. Enhancing the engagement of journalists and media organizations in efforts to prevent and combat illegal wildlife trade.

7. Conserving the Hoan Kiem Turtle in Vietnam.

At present, WCS is partnering with:
(1) the Quang Tri Center for Rural Research and Development (CRRD) and the University of Law - Vietnam National University, Hanoi, to complete the necessary procedures for the implementation of the project “Transboundary problem-solving to prevent the international trafficking of Malayan tigers (IWTCF–Malaysia)”, to be carried out in Dong Hoi Ward, Quang Ninh Commune, and Bo Trach Commune, Quang Tri Province, with an implementation period extending to March 2027; and (2) the Supreme People’s Procuracy, the Supreme People’s Court, and the Ministry of Agriculture and Environment to complete procedures for the implementation of the project “Enhancing the capacity of state agencies to implement coordinated and effective law enforcement against illegal wildlife trade in Lao PDR, Nigeria, and Viet Nam”, to be implemented in five provinces and cities, including Quang Tri Province, during the period 2025–2027.

At the meeting, Deputy Director Thai Huu Lieu expressed his appreciation to the WCS delegation for their efforts in coordinating with state agencies, particularly local authorities, in conservation initiatives and in strengthening law enforcement against illegal wildlife trade. He emphasized that these cooperative activities not only contribute to the protection of habitats and wildlife, but are also closely aligned with national and international sustainable development goals, especially in the context of climate change, which is exerting profound impacts on both the environment and community livelihoods.

Mr. Thai Huu Lieu also shared with the WCS delegation Quang Tri Province’s development orientations and responsibilities in advancing the implementation of commitments on biodiversity conservation. He proposed that the two sides further strengthen information exchange with a view to implementing concrete projects, jointly organizing workshops and capacity-building training activities, and supporting community-based initiatives in education and communications to raise public awareness of nature conservation at the local level.

Representatives of WCS expressed their appreciation for the attention and facilitation provided by the Department of Foreign Affairs, and underscored their desire to expand cooperation with Quang Tri provincial authorities and relevant partners. WCS reaffirmed its commitment to continuing support for Viet Nam in species conservation programs, efforts to combat illegal wildlife trade, and the mobilization of appropriate international resources in line with local conservation strategies and sustainable development objectives.
