Emulation Cluster No. 3 of the Ministry of Foreign Affairs Concludes 2025 Review: Marking a Strong and Effective Integration Footprint

On December 26, 2025, in Thanh Hoa City, Emulation Cluster No. 3 of the Ministry of Foreign Affairs convened a conference to review emulation and commendation activities for 2025 and to outline orientations and key tasks for 2026. A delegation from the Department of Foreign Affairs of Quang Tri Province, led by Ms. Nguyen Thi Huong Giang, Deputy Director, attended the conference and delivered a significant presentation.

The conference was co-chaired by Ms. Tran Thi Thu Hang, Director of the Department of Foreign Affairs of Thanh Hoa Province (Cluster Head), and Mr. Nguyen Xuan Binh, Director of the Department of Foreign Affairs of Đa Nang City (Deputy Cluster Head). Attendees also included Mr. Le Quang Hung, Member of the Thanh Hoa Provincial Party Standing Committee and Vice Chairman of the Thanh Hoa Provincial People’s Committee, along with representatives of the Department of External Relations and the Office of the Ministry of Foreign Affairs.

Overview of the Conference

Outstanding Achievements of Emulation Cluster No. 3 in 2025

In 2025, the member units of Emulation Cluster No. 3 (comprising the Departments of Foreign Affairs of Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, Thua Thien Hue, Da Nang, and Quang Ngai) recorded breakthrough achievements, making significant contributions to the country’s overall foreign affairs efforts:

- Advancing digital transformation in foreign affairs: Provinces within the cluster took the lead in applying information technology to the management of outbound and inbound delegations and in digitizing databases on overseas Vietnamese communities, helping reduce administrative processing time by 30%.

- Highlights in economic diplomacy: The cluster successfully coordinated the organization of more than 20 international investment promotion forums, attracting billions of U.S. dollars to economic zones and coastal industrial parks in Central Viet Nam, particularly in clean energy and logistics projects.

- Strengthening the East-West Economic Corridor: Provinces sharing borders with the Lao PDR effectively maintained the twinning model between border communities on both sides, contributing to the building of a peaceful, friendly, and sustainably developed border.

- Expanding cultural diplomacy outreach: Numerous international-scale events were successfully organized, including the Hue Festival, International Yoga Day, and Vietnamese Cultural Weeks abroad, significantly enhancing the global promotion of Central Viet Nam’s image.

The year 2025 marked a historic milestone as the Department implemented the administrative reorganization and officially put into operation as of 1 July 2025. Despite being in a transitional phase, the Department of Foreign Affairs of Quang Tri Province recorded a number of impressive achievements:

- Successfully mobilized 54 new foreign non-governmental organization (INGO) aid projects, with a total committed value of USD 12.56 million, an increase of 37% compared to 2024.

- Advised on and facilitated the signing of 11 new international cooperation agreements, focusing on priority areas such as green hydrogen and high technology.

- Effectively maintained the “Village-to-Village” twinning model across all 29 paired villages along the Viet Nam-Lao PDR border.

Looking ahead to 2026: Unity - Innovation - Integration

In concluding the Conference, member units agreed on the orientations for 2026, with a focus on building a shared “Lao PDR Support Ecosystem” across the entire Cluster and developing a common database of strategic partners.

Specifically for Quang Tri Province, in 2026 the Department will concentrate on two key tasks: leading the organization of the “100th Anniversary of Khe Sanh Arabica Coffee Festival” and completing the dossier for submission to UNESCO for the recognition of the “17th Parallel” relic complex as Documentary Heritage.

The Conference also conducted the selection of emulation titles and formally carried out the handover ceremony of the 2026 Cluster Head role to the Department of Foreign Affairs of Da Nang City.
