Focusing on Synchronous Implementation of Solutions to Improve the Quality and Efficiency of Administrative Reform in 2025

On the morning of November 3, 2025, the Quang Tri Department of Foreign Affairs held a meeting of the Task Force for Enhancing the Public Administration Reform (PAR) Index to review progress and identify key solutions to comprehensively fulfill the targets and sub-indicators of the Department-level PAR Index as prescribed by the Provincial People’s Committee. The meeting took place as departments, agencies, and sectors across the province enter the final stage of completing their 2025 PAR criteria, contributing to the successful implementation of the State Administrative Reform Master Program for the period 2021–2030.

The meeting was attended by members of the Task Force for Enhancing the PAR Index and representatives of the Department’s divisions and affiliated units.

At the meeting, the supporting team presented a report on the review and comparison of the Department-level PAR Index, which comprises seven areas, 56 criteria, and a total of 100 points. The report highlighted several key areas requiring particular attention, including leadership and management of administrative reform, institutional reform; administrative procedure reform; public financial reform; digital transformation; and sociological evaluation.

In his directive remarks, the Director of the Department, who also serves as Head of the Task Force, acknowledged the efforts and proactive spirit of the divisions and units in recent times. He emphasized the need for the entire Department to maintain close coordination, focus efforts, and develop detailed plans that concretize responsibilities down to each sub-criterion, ensuring substantive results rather than merely formal compliance.

The Director emphasized:

“Improving the Public Administration Reform Index is not merely about achieving higher scores; more importantly, it reflects the quality of governance, service capacity, and the level of satisfaction of citizens and organizations toward state agencies. Each division and unit must regard this as a regular and continuous task, linking the responsibility of its head to the results achieved for each specific criterion.”

He requested that heads of divisions and units review and clearly assign responsibilities for each group of criteria, with a particular focus on areas that remain limited, such as administrative reform inspections, innovation in administrative practices, increasing the rate of fully online public service dossiers, ensuring timely dossier processing, and promoting the application of information technology in management and operations. At the same time, he assigned the Administration Office of the Department to act as the focal point for monitoring and consolidating implementation progress, regularly updating results on the provincial PAR scoring software, and submitting periodic reports to the Director for timely guidance and problem-solving.

In addition, the Director underscored the need to intensify communication, guidance, and dissemination of PAR content within the Department to foster positive changes in awareness and action among officials, civil servants, and public employees. He also encouraged units to propose innovative ideas and new solutions in administrative procedure reform and digital transformation, thereby contributing to building a professional, modern, and efficient public administration.

In conclusion, the Director called on all divisions and units to uphold a spirit of proactiveness and responsibility, promptly address existing shortcomings, and strictly implement the 2025 Public Administration Reform (PAR) Plan in line with specific criteria. He emphasized the importance of effectively carrying out assigned tasks to strive for a higher ranking, with the goal of positioning the Department of Foreign Affairs among the leading agencies in Quang Tri Province’s PAR Index in 2025.

The Director underscored that the Department’s PAR results not only reflect its internal efforts but also serve as a measure of management capacity, governance quality, and the level of public service delivery to citizens and organizations. Therefore, each official and civil servant must demonstrate exemplary conduct, innovation, and creativity, working together to build the image of the Quang Tri Department of Foreign Affairs as a professional, dynamic, friendly, and service-oriented agency.
