From a beacon of humanitarian aid to the aspiration for a mine-free and sustainably prosperous Quang Tri in 2045

On the heroic land of Quang Tri, where the scars of war once ran deepest, a powerful journey of revival is unfolding. It is a journey to clear the land, heal its people, and open the path to a brighter future. Between 2020 and 2025, nearly USD 160 million in non-refundable aid from international NGOs has become a shining example of global solidarity, enabling Quang Tri to make remarkable progress in mine action, victim assistance, and sustainable livelihood development.

Yet this journey is far from over. As Quang Tri enters the 2025 - 2030 phase  and looks ahead to its vision 2045, striving to become a province that is fundamentally mine-free, safe, and prosperous, the Department of Foreign Affairs of Quang Tri Province plays an increasingly vital role: serving as both a bridge of international trust and a channel of humanitarian compassion reaching out to the resilient central region of Viet Nam.

- A Bright Spot of an Era: From Aid to Everyday Life

Over the past five years, Quang Tri has received and implemented hundreds of humanitarian aid projects funded by NGOs from countries such as the United States, Japan, Norway, the Republic of Korea, and the United Kingdom, among others.

Thanks to these efforts, tens of thousands of hectares of land have been cleared of explosives; thousands of residents can now live safely on their own land; and victims of war remnants have been supported with physical rehabilitation, vocational training, and sustainable livelihood opportunities.

On lands once deemed “useless” due to contamination, lush fields, residential areas, schools, and public facilities now stand tall, which is a living testament to rebirth from the very soil itself. Quang Tri is not only reducing bombs and mines, but also increasing life.

- A New Phase: Challenges and Opportunities

As Quang Tri enters the 2025-2030 phase, new challenges are emerging.

International aid is gradually declining, while demands for infrastructure development, livelihood transformation, and social welfare continue to rise. Large areas of land remain suspected of explosive contamination, even as socio-economic growth, investment attraction, and tourism development increasingly depend on land that is clean, safe, and sustainable.

Yet within these challenges lie golden opportunities for Quang Tri to affirm its position as a “regional hub for international cooperation in post-war recovery.”

The Department of Foreign Affairs of Quang Tri Province will remain a key driving force to mobilize resources from international NGOs as well as transform humanitarian assistance into long-term development momentum.

- The Acceleration Strategy: Toward a Mine-Free Quang Tri by 2045

To achieve the vision of a fundamentally mine-free and socially inclusive Quang Tri by 2045, the province must advance in three strategic pillars:

1. Targeted and Sustainable Resource Mobilization

The Department of Foreign Affairs will continue to build upon its credibility and solid partnerships with traditional donors such as the United States, Japan, Norway, and the Republic of Korea, while expanding outreach to humanitarian foundations across Europe and Asia.

The goal is not merely to “secure projects,” but to establish long-term strategic partnerships that integrate mine action with climate change adaptation, sustainable agriculture, livelihood transformation, and community education.

2. Post-Clearance Development Linkages

Clean land must become productive land. Cleared areas should be promptly planned for agriculture, light industry, rural infrastructure, reforestation, and community-based tourism.

Meanwhile, projects for persons with disabilities and mine/UXO survivors should gradually shift toward self-reliance models with a focus on vocational training, microfinance, and social enterprise development. It is to ensure that aid serves as a springboard rather than a stopping point.

3. Measurement, Transparency, and the Spread of Humanitarian Values

Each project should feature clear, measurable indicators: the number of hectares cleared, people assisted, and facilities restored. In parallel, the province must enhance public diplomacy and international communication, sharing the story of a resilient Quang Tri rising from wartime devastation and being worthy of trust and investment. This is how lasting confidence with international donors is built.

- Social Welfare: The Heart of the Humanitarian Journey

If mine clearance cleanses the land, then social welfare warms the heart. In its 2045 vision, Quang Tri aspires not only to be mine-free, but also a livable province, where everyone, even those once wounded by war, has the opportunity to learn, work, and contribute. Humanitarian assistance, therefore, transcends material value; it embodies the spirit of compassion, peace, and shared progress.

- From Aspiration to Reality

The road ahead remains long, yet it is already paved with trust and determination. From nearly USD 160 million in aid during 2020-2025 to hundreds of new projects underway, Quang Tri is steadily advancing toward its 2045 goal of being a province that is safe, mine-free, compassionate, and sustainably developed.

And it is the Department of Foreign Affairs of Quang Tri Province, the province’s gateway to the world, a bridge of friendship and cooperation that will continue to write this remarkable story: A Quang Tri rising from bomb-scarred soil, becoming by 2045 a symbol of peace, recovery, and hope.
