PCM 2 project was funded by Swiss Agency for Development and Cooperation (SDC) and has been implemented in Quang Binh by Community Development Center since February, 2013. In the second year of implementation, in addition to 20 villages that have been supported since 2013, the PCM 2 project expanded the operation area to 16 more villages of 4 communes: Quang Truong, Quang Lien (Quang Trach district), Trung Trach (Bo Trach district), Bao Ninh (Dong Hoi city) and 2 more schools which are Van Trach secondary school and Luu Trong Lu secondary school in Bo Trach district.

In 2014, 101 sub-projects were implemented based on the community management method, such as: construction of concrete rural roads, concrete canal systems, construction of community playgrounds, cultural houses… with the total funding of 2,797 billion VND, of which 1,726 billion VND was funded by the project, the rest was contributed by the community in the forms of cash, workdays and materials. The implementation of project has contributed to the improvement of people's living condition, as well as encouraged and enabled people to participate in dialogues with the authorities about economic and social development plans of the locality.

In 2015, the project is expected to expand the operation to 9-12 more villages and 3 more secondary schools in Quang Trach district, Bo Trach district and Dong Hoi city.
