Strengthening Cooperation and Sharing Experience in Border Economic Zone Development between Quang Tri and Tay Ninh

As part of the knowledge-sharing program supporting the research project “Economic Diplomacy Development Strategy of Quang Tri Province, 2026-2035,” on March 19, 2026, a delegation from the Quang Tri Department of Foreign Affairs, led by Mr. Tran Ngoc Lan, Provincial Party Committee member and Department Director, met with Tay Ninh Economic Zone Authority.

 

 

At the meeting, representatives from the Tay Ninh Economic Zone Authority provided an overview of the province’s natural conditions, border gate system, and development plans for its border economic zones. With a 369 km border adjoining Cambodia and a network of international and national checkpoints, Tay Ninh holds a strong advantage in cross-border trade and regional logistics.

The discussion centered on the Moc Bai Border Economic Zone, the province’s key economic driver, located along the trans-Asia route connecting Ho Chi Minh City and Phnom Penh. The Authority explained how the zone’s focus has gradually shifted from trade and services to industrial development, paired with the creation of a comprehensive logistics ecosystem and modern infrastructure, progressively unlocking the full potential of the border area.

To gain a clearer understanding of practical issues, the Quang Tri Department of Foreign Affairs delegation posed a series of detailed questions, focusing on several key areas.

On organizational structure and governance, the delegation asked about the level of decentralization and authorization within the Authority, which administrative procedures can be handled “on the spot,” and how the Authority coordinates with agencies such as Customs, Border Guard, Police, and Tax authorities to ensure smooth operations at border gates.

Regarding border economic zones and cross-border trade, the delegation sought insights on the layout and organization of key checkpoints like Moc Bai and Xa Mat, mechanisms to maintain stable cross-border commerce, and experiences working with Cambodian counterparts on customs clearance and managing cargo congestion.

Regarding logistics and infrastructure development, the delegation focused on topics such as organizing a border logistics ecosystem (warehousing, transshipment, and services); establishing efficient connections between border gates and industrial zones in Ho Chi Minh City; and lessons learned in building an integrated “border gate – logistics - industrial” chain.

On investment attraction, discussions centered on investor selection criteria, particularly for FDI, mechanisms for creating ready-to-use land, strategies to improve investment promotion effectiveness, and models for supporting and accompanying enterprises throughout the entire project lifecycle.

In addition, practical and candid exchanges were held on administrative reform measures, reducing investment procedure processing times, and improving management efficiency.

 

 

Building on this, the Tay Ninh Provincial Economic Zone Authority shared numerous practical experiences, including strengthening decentralization and delegation of authority; promoting an “on-the-spot one-stop” mechanism; emphasizing inter-agency coordination at border gates; prioritizing industrial development as a foundation to boost trade and services; and investing in integrated logistics and transportation infrastructure.

In particular, regarding the conditions in Quang Tri, with both an international border gate and a seaport, Tay Ninh also offered guidance and suggested development directions tailored to the province, focusing on multi-modal connections between border gates, economic corridors, and seaports to maximize geographic advantages and enhance competitiveness.

 

 

In his remarks at the meeting, the Quang Tri delegation highly appreciated the frank and responsible sharing by their counterparts and affirmed that the experiences gained would serve as an important foundation for research and practical application in developing the province’s economic zones, particularly the Lao Bao Special Economic and Trade Zone.

Prior to the meeting, the delegation conducted an on-site survey at the Moc Bai Border Economic Zone to gain firsthand insight into its operational model, functional layout, and business activities at the border area.

The working trip contributed to enhancing the effectiveness of economic diplomacy while strengthening exchanges and cooperation between the two provinces in developing border economic zones, with a view toward sustainable growth in the coming period.
