Department of Foreign Affairs Holds Meeting to Update Implementation Progress and Orient Cooperation with Plan International in Quang Tri

On the afternoon of March 24, 2026, at the Department of Foreign Affairs of Quang Tri Province, a meeting was convened to review the implementation progress and discuss plans for ongoing programs and projects supported by Plan International in the province. The meeting was attended by representatives of provincial departments, agencies, and mass organizations. It was chaired by Mr. Thai Huu Lieu, Deputy Director of the Department of Foreign Affairs, with the participation of Ms. Le Quynh Lan, Country Director of Plan International Vietnam.

In his opening remarks, Mr. Thai Huu Lieu emphasized that over the years, Plan International has been a longstanding and trusted partner of Quang Tri Province, working alongside the province to effectively implement numerous meaningful programs in child protection and care, gender equality promotion, youth support, climate change resilience, and sustainable livelihood development. Beyond financial assistance, the organization has also actively transferred technical expertise and shared international experience, contributing to strengthening local capacity in project management and implementation.

At the meeting, Ms. Le Quynh Lan shared Plan International’s strategic orientations both globally and in Vietnam, with a continued focus on children’s rights, particularly for girls while enhancing solutions for climate change adaptation and sustainable development.

According to the report presented at the meeting, in fiscal year 2026, programs and projects supported by Plan International in Quang Tri have continued to be implemented effectively, with total provincial resources after administrative consolidation exceeding VND 173 billion. Currently, six program and project documents are being implemented, notably the program titled “Improving Living Conditions for Disadvantaged Children, Girls, and Youth in Quang Tri for the Period 2025-2029,” managed by the Department of Foreign Affairs, along with projects on climate resilience and agricultural livelihood support.

Participants engaged in in-depth discussions on adjusting and integrating project documents in the context of Quang Tri Province’s administrative boundary expansion following the merger in July 2025. In particular, the planned conclusion of programs in the North Quang Tri area (formerly part of Quang Binh Province) in June 2026 requires the early development of transition plans and integration of resources into existing programs to ensure synchronized implementation across the province.

In addition, participants agreed on the need to update project implementation locations in line with the new administrative units; revise the names and scopes of certain projects; and propose the consolidation of the provincial Steering Committee for Plan programs to enhance coordination and implementation effectiveness.

In his concluding remarks, Mr. Thai Huu Lieu acknowledged and highly appreciated the positive contributions of Plan International to the province’s socio-economic development in recent years. He also called on relevant departments and agencies to build on achieved results, strengthen coordination with the Department of Foreign Affairs and Plan International Vietnam, and expedite the completion of procedures for adjusting project documents. This includes preparing necessary conditions for advising the Provincial People’s Committee on the signing of an MOU and implementing programs in the coming period, ensuring coherence, effectiveness, timeliness, and alignment with local realities.

The meeting was conducted in a spirit of responsibility and strong consensus, laying an important foundation for further strengthening effective cooperation between Quảng Trị Province and Plan International Vietnam in the time ahead.
