Quang Tri Provincial Mine Action Steering Committee Holds Conference on Concluding the 2025 Operational Plan and the 2021-2025 Mine Action Plan Program, and on Orientations for 2026-2035 Period
On December 17, 2025, the Quang Tri Provincial Steering Committee for Mine Action convened a Conference on Concluding the 2025 Operational Plan and the 2021-2025 Mine Action Plan Program, and on Orientations for 2026-2035 Period. The Conference was attended by representatives of the Vietnam Mine Action Center, members of the Provincial Steering Committee, representatives of relevant provincial departments, sectors, and localities, as well as international non-governmental organizations currently operating in the field of mine action in Quang Tri Province.
Mr. Tran Ngoc Lan, Director of the Department of Foreign Affairs and Standing Deputy Head of the Provincial Steering Committee for Mine Action, delivered the opening remarks at the Conference.
The Conference conducted a comprehensive review of the implementation of the mine action operational plan for 2025 and for the 2021-2025 period, and discussed and reached consensus on orientations, objectives, key tasks, and solutions for the 2026-2035 period. These efforts are aimed at achieving the goal of building Quang Tri Province into a “Safe Province,” free from the dangers posed by landmines and explosive remnants of war to its people and to sustainable socio-economic development.
During the 2021-2025 period, the Department of Foreign Affairs, serving as the Standing Agency of the Provincial Steering Committee for Mine Action, provided advisory support to the Provincial People’s Committee in directing, mobilizing, and connecting domestic and international resources to synchronously implement survey and clearance operations, mine risk education, and victim assistance activities. The Standing Agency of the Provincial Steering Committee proactively advised and coordinated with the Provincial Military Command, relevant departments, agencies, local authorities, and foreign non-governmental organizations (fNGOs) to maintain and strengthen cooperation in the field of mine action.
Mr. Thai Huu Lieu, Deputy Director of the Department of Foreign Affairs and Director of the Quang Tri Mine Action Center, presented a report on the results of assigned tasks for 2025 and for the 2021-2025 period.
Over the past five years, the province has maintained cooperation with six foreign fNGOs operating regularly in the area. Through advocacy, promotion, and aid negotiation efforts, Quang Tri Province mobilized more than USD 30.7 million in non-refundable assistance through 14 projects, making a significant contribution to the effective implementation of humanitarian mine action programs and projects.
More than 184,000 square meters of contaminated land were surveyed, cleared, and safely handed over to local authorities for management and use. Over 102,100 items of unexploded ordnance of various types were collected and safely disposed of, helping to reduce accident risks and ensure public safety. Mobile explosive ordnance disposal in response to reports from local residents continued to be carried out in a timely and effective manner. During the 2021-2025 period, fNGOs conducted 6,757 mobile response tasks through the hotline mechanism, thereby enhancing community safety and protection.
Alongside mine clearance activities, the Provincial Steering Committee has placed strong emphasis on directing the implementation of mine risk education programs for the community, particularly for children and residents in areas at high risk of contamination. Communication and awareness-raising activities were carried out in a variety of appropriate formats, contributing to increased awareness and positive behavioral change among the population in preventing landmine and explosive remnants of war accidents.
Victim assistance efforts continued to receive due attention and were implemented through programs providing medical support, physical rehabilitation, livelihood assistance, and community reintegration. These activities have helped victims gradually stabilize their lives, alleviate hardships, and reintegrate into society.
At the Conference, delegates focused on discussing and assessing the results achieved, while also proposing orientations for the Mine Action Program for the 2026-2035 period.
Mr. Nguyen Ngoc Thuy, Head of the External Relations Division of the Vietnam Mine Action Center, delivered remarks at the Conference.
The overarching objective for the coming period is to build Quang Tri into a “Safe Province,” free from the dangers posed by landmines and explosive remnants of war to its people and to socio-economic development. At the same time, Quang Tri Province will continue to prioritize the mobilization of international resources for mine action activities; strengthen the roles of the Provincial Steering Committee and the Department of Foreign Affairs in the management and effective use of aid; and closely integrate humanitarian mine action with local poverty reduction and socio-economic development programs.
The conference provided an opportunity for agencies, units, local authorities, and partners from within and outside the country to reflect on the journey to date, share experiences, and agree on orientations for the next phase. The results achieved during the 2021-2025 period continue to affirm Quang Tri Province’s strong commitment and determination in addressing the consequences of landmines.
In the coming period, Quang Tri Province is committed to further strengthening international cooperation, effectively mobilizing resources, and implementing comprehensive solutions to gradually realize the goal of building a safe and stable living environment, thereby contributing to sustainable socio-economic development and improving the quality of life for local residents.
