Quang Binh – Savannakhet border talk

In the spirit of special friendship relationship, mutual trust and understanding, the two parties held discussion and evaluation on achievements as well as limitations in border cooperation between the two provinces in 2014. Accordingly, cooperation in fields of defense and border security between authorities at all levels and between task forces of both provinces was well implemented. Propagation has been deployed with much interest in diversified forms in order to raise the awareness for people and officials at the two border sides to firmly grasp and strictly comply with the law of each country. The borderline between the two provinces was safely protected, political security and social order and safety was maintained; the boundary and national border landmarks were guaranteed the status quo, no illegal border crossing, invasive farming and migration, and free migration accurred in the border area of the two provinces. The two provincial-level governments have implemented various guidelines and policies to support on the construction of infrastructure, socio-economic development, and poverty alleviation, contributing to stabilizing the lives of people at the boundary.

Besides those achievements, there still remain certain limitations in border cooperation between the two provinces. Socio-economic development in the boder area is in difficulty where most of the residents do not have stable jobs and live mainly on exploiting natural resources. Until now, there is still no border gate between Quang Binh and Savannakhet, which causes difficulty to the trading of the people in the area.

Based on the evaluation on the border cooperation between the two provinces in 2014, the two parties discussed and reached an agreement on the plan for cooperation in near future, which emphasizes: continue to promote the close, frequent, and effective cooperation relationship between the authorities and management forces, protect the border of the two provinces, maintain and strengthen achievements of all fields of cooperations; continue to create favourable conditions for people and businesses at the two sides in their manufacturing and business activities and in cultural-socio-economic development; focus on cooperation in developing infrastructure of transport, education, health, irrigation, energy, etc. The both parties will actively and positively call for investment to upgrade infrastructure along the borderline in order to be eligible to open the border gate of Chut Mut – La Von.

Quang Binh - Savannakhet MoU signing

After agreeing on the cooperation contents, the two parties signed the 2015 MoU on border cooperation; simultaneously, signed the MoU on the implementation of the Agreement on solving the issue of free migrants and illegitimate marriage in Vietnam – Laos border area between Quang Binh and Savannakhet.
