Vice Chairman of Quang Tri Provincial People's Committee Hoang Xuan Tan Receives Courtesy Visit from Plan International Vietnam National Directors Delegation

On the morning of 12 August 2025, Vice Chairman of the Quang Tri Provincial People's Committee Hoang Xuan Tan held a courtesy meeting with a delegation from Plan International Vietnam, led by Ms. Le Quynh Lan, National Director in Vietnam. Also in attendance were Mr. Thai Huu Lieu, Deputy Director of the Department of Foreign Affairs, along with representatives from the Department of Education and Training, the Department of Finance, the Department of Health, and the Provincial Youth Union.

 

 

Plan International is an international non-governmental humanitarian organization with nearly ninety years of experience, focusing on community development and protecting children's rights, particularly gender equality for girls. Established in 1937, it now operates in eighty countries worldwide, working closely with partners, communities, and children. In Vietnam, Plan International began collaborating with partners in 1993, officially partnering with the former Quang Tri Province in 1996 and the former Quảng Bình Province in 2004. From 1997 to 2025, the organization supported the new Quang Tri Province with a total budget of 798,244,060,432 VND (equivalent to 39,221,534 USD). For the 2026-2029 period, Plan International plans to continue its support with an estimated budget of 199,500,000,000 VND (equivalent to 7,946,245 USD).

In his remarks, Vice Chairman Hoang Xuan Tan congratulated Ms. Le Quynh Lan on assuming the role of National Director of Plan in Vietnam in early March 2025. He highly commended and expressed gratitude for Plan's contributions to socioeconomic development, improving education quality, child and adolescent health care, particularly for girls, and promoting gender equality, all of which have significantly supported the sustainable development of Quang Tri Province. The Vice Chairman emphasized that the new Quang Tri Province now spans 12,700 square kilometers with a population exceeding 1.86 million, creating a larger scale and greater potential. This expansion also means a higher number of children, women, and vulnerable groups, necessitating increased attention and support from Plan. He requested that Plan consider adding activities to enhance personal and household financial management capacity in the coming period. On this occasion, the Vice Chairman also directed the Department of Foreign Affairs to coordinate with relevant departments, sectors, and localities to facilitate Plan's resource mobilization and working delegations in the province in accordance with regulations.

At the meeting, Ms. Le Quynh Lan expressed profound gratitude for the warm reception extended by the provincial leadership. The National Director conveyed delight in the enduring and fruitful cooperation between Plan International Vietnam and Quang Tri Province over nearly thirty years. She thanked the provincial leaders, departments, localities, and residents for creating favorable conditions for Plan to implement programs and projects, thereby enhancing coordination effectiveness and promoting sustainable local development. Ms. Le Quynh Lan hoped for continued interest and support from Quang Tri Province and affirmed Plan's commitment to close collaboration with local authorities to effectively execute planned programs and projects.

 

 

Participating in the discussions, leaders from provincial departments and sectors highly valued and supported Plan's positive contributions to key areas such as education, health, livelihood development, and community building. They also proposed recommendations to expand and improve the effectiveness of future cooperation. These included urging Plan to engage with departments and commune-level authorities to assess practical needs for targeted support. Additionally, integrating Plan's programs into the province's socioeconomic development plans was suggested to maximize efficiency and avoid overlap. These proposals reflect a shared desire for continued close coordination with Plan International to fully leverage resources and advance comprehensive, sustainable development in Quang Tri Province in the new phase.
