Review Meeting on Q4 2025 Performance and Q1 2026 Plan for project “Inclusion 1” in Quang Tri Province
On January 23, 2026, the Quang Tri Provincial Department of Foreign Affairs, in collaboration with the Center for Health and Population Initiatives (C.CIHP), held a review meeting to evaluate the project’s performance in the fourth quarter of 2025, assess overall results for 2025, and finalize the implementation plan for the first quarter of 2026. The meeting focused on the project titled “Supporting the Improvement of Quality of Life for Persons with Disabilities in Provinces Heavily Affected by Agent Orange” (Inclusion 1). This non-refundable Official Development Assistance (ODA) project, funded by the U.S. Department of State and running from 2021 to 2026, is being implemented in eight provinces, including Quang Tri, with a total allocated budget of USD 5,618,440 for the province. The meeting was conducted in a hybrid format, with both in-person and online participation.
The meeting was chaired by Mr. Thai Huu Lieu, Deputy Director of the Quang Tri Provincial Department of Foreign Affairs. Attendees included representatives from the leadership and technical staff of the provincial Departments of Foreign Affairs, Health, and Education and Training; district and commune level People’s Committees; the Provincial Association of Persons with Disabilities, Agent Orange Victims, Social Protection for Persons with Disabilities, and Child Rights Protection; the U.S. Embassy in Viet Nam; the National Action Center for Chemical and Environmental Remediation (NACCET); and implementing partners, including C.CIHP, MCNV, ACDC, and the AAI Consortium (RCI, RENEW Center, and Thien Nhan Rehabilitation Center).

Partners presented reports on the implementation results for Inclusion Project 1 in Q4 2025 and throughout 2025, along with proposed activity plans for Q1 2026. Despite significant challenges in 2025 including a temporary suspension of activities to comply with a U.S. Presidential Executive Order pending new budget approval from the donor, as well as impacts from natural disasters and administrative unit consolidation, the project in Quang Tri achieved substantial positive outcomes. Most targets related to interventions for persons with disabilities, staff capacity building, and promoting the participation of persons with disabilities in local organizations were met, with several indicators surpassing the planned targets.
Financially, in 2025, the project in Quang Tri disbursed over USD 1.5 million, falling approximately USD 260,000 short of the original plan due to the disruptions. Cumulative disbursement in the province to date stands at nearly USD 5 million. For 2026, the total projected budget for Quang Tri including carry-over funds from 2025, is estimated at around USD 720,000.
Key activities in Q4 2025 strengthened project management and oversight, including the three-year mid-term review meeting of the Inclusion Program in Hanoi, the completion of the selection process for an independent consulting unit (CCRD), field monitoring visits and beneficiary satisfaction surveys among persons with disabilities, and a working visit by the U.S. Embassy in Viet Nam to Quang Tri. The 2026 activity plan was jointly developed by partners, consulted with relevant provincial departments, and approved by the Quang Tri Provincial People’s Committee in early January 2026.
The 2026 plan prioritizes completing all remaining targets, conducting the final evaluation, and organizing the provincial closing workshop for Inclusion Project 1 in Quang Tri (tentatively scheduled for June 2026). Partners will also study and propose recommendations for sustainable and scalable models to continue impact in the post-project phase.

In his closing remarks, Mr. Thai Huu Lieu, Deputy Director of the Department of Foreign Affairs, expressed strong appreciation for the efforts of C.CIHP, the implementing partners, and the close coordination among provincial departments and local authorities. Despite the 2025 challenges posed by the temporary suspension under the U.S. Presidential Executive Order, natural disasters, and administrative restructuring, Project Inclusion 1 in Quang Tri delivered encouraging results, with most indicators met or exceeded particularly in direct interventions for persons with disabilities, staff training, and fostering community participation by persons with disabilities.
He noted that while disbursement in 2025 was slower than planned due to objective factors, overall financial implementation remains well-managed. With effective execution of the 2026 plan, the project is well-positioned to meet or exceed the allocation outlined in the Feasibility Study. He urged implementing units to prioritize completing financial documentation for Q4 2025 activities to enable full disbursement in Q1 2026 and to develop a detailed, realistic 2026 budget aligned closely with implementation milestones, avoiding any concentration of spending toward the project’s end.
On inter-sectoral coordination, the Deputy Director encouraged the Departments of Health and Education and Training to continue guiding their subordinate units to enhance collaboration during project implementation and to proactively propose new ideas and models tailored to local conditions. He also urged implementing partners to compile representative case studies, photographs, and key documentation to create a comprehensive project portfolio for communication purposes and to highlight the project’s results and positive impacts within the community.
Mr. Thai Huu Lieu expressed hope that the U.S. Embassy in Viet Nam and NACCET would continue their support, enabling Quang Tri Province to access and implement follow-on programs and projects in the future. He mentioned that the draft Aid Mobilization Promotion Program for the 2026-2030 period would be circulated to partners for comments and finalization, and that Decree No. 313/ND-CP would be shared with implementing units to ensure consistent understanding and application.
The meeting achieved strong consensus on the 2026 implementation orientation, laying a solid foundation for Inclusion Project 1 in Quang Tri Province to successfully meet its objectives and pave the way for continued support programs in the coming years.
